HR service delivery on ServiceNow used to mean a portal, a case queue, and an onboarding checklist. In 2026 it increasingly means AI specialists that take routine HR cases from intake to resolution, with people handling the exceptions.
The pressure behind that change is volume. ServiceNow estimates that 23 million employees use its employee portal every month, generating more than 40 million cases a year. At that scale, routing a request faster does little. Resolving it without a handoff is what removes the work.
The product has changed to match. Several applications have new names. The generative AI layer now carries the Otto brand. ServiceNow also rebuilt its packaging in April so AI is included rather than sold separately. And with the Brazil release reaching General Availability in November, many HR teams are deciding which of these changes belong on their roadmap.
What is ServiceNow HRSD?
ServiceNow HR Service Delivery (HRSD) is a suite of applications on the ServiceNow AI Platform. It manages how employees get HR help and how HR teams fulfill those requests across the employee lifecycle. ServiceNow positions it as connecting HR's systems and experiences with the rest of the enterprise to support employees from hire to retire.
HRSD is not a core HCM system. Payroll, compensation, and the employee master record stay in Workday, SAP SuccessFactors, Oracle, or wherever they live today. HRSD is the service and workflow layer in front of those systems. It also spans the departments an HR request touches along the way, such as IT, facilities, and payroll.
Who uses ServiceNow HRSD?
ServiceNow designs HRSD around three groups:
Employees. They find HR services and self-service options in the Employee Center.
Managers. They use the same Employee Center to support their teams and complete HR tasks.
HR agents. They handle employee inquiries and resolve cases in the Agent Workspace.
Two more groups are now in scope. Hiring Experiences serves recruiters, interviewers, and applicants. The Alumni Service Center serves former employees, volunteers, and contractors after they leave.
How HRSD works with Workday and other HCM systems
The Workday integration shows how the work is divided. The HR Service Delivery Advanced Integration with Workday is built by Bristlecone. Through it, employees can:
Submit time-off requests from Employee Center.
Report a discrepancy in their Workday payslip.
View Total Rewards information such as benefits, compensation, and allowances.
Administrators can also configure legal name changes. The integration depends on the Workday HR Spoke.
The practical point is that integration design decides much of the employee experience. Consider a time-off request that HRSD captures but cannot write back to the HCM. It becomes another manual task for HR, just presented in a better interface. Integration scope belongs in the first phase of an HRSD program, not a later one.
ServiceNow HRSD applications
First, a note on naming, since search results often mix old and new names:
Talent Development is now Growth Experiences.
Talent Acquisition is now Hiring Experiences.
Otto became ServiceNow's AI brand starting with Australia Patch 5. As a result, Now Assist for HRSD is now ServiceNow Otto for HRSD.
Case and Knowledge Management
This is the core of HRSD. It standardizes how employee inquiries and requests are documented, handled, and fulfilled. The Australia release added three security and visibility features:
Granular admin roles that restrict access to HR data.
A COE Security Diagnostics tool. It shows administrators which users can access HR cases under their Center of Excellence security policies.
A consolidated list of Employee Relations cases.
Agent Workspace for HR Case Management
This is where HR agents work cases. It runs on the Next Experience interface and is built with UI Builder, so organizations can configure and extend it. Two recent additions cut down on searching and screen-switching:
A Recommendations panel surfaces similar cases and related knowledge articles for the case in front of the agent. It also lets the agent create an HR approval in one click.
An HR profile view appears during case creation. It shows profile details for both the subject person and the employee the case is opened for.
Employee Relations
Employee Relations handles investigations, allegations, and corrective actions, the most sensitive work HR does. Two additions help here:
An interview summarizer produces a structured summary of an interview record, including attachments and transcripts, from a template the organization defines.
A consolidated dashboard brings cases, interviews, allegations, involved parties, evidence, and corrective actions into one filterable view.
For organizations that face audits or litigation, the consolidated record is often worth more than the summary.
Employee Journey Management
Journeys coordinate multi-step moments such as onboarding, transfers, leave, and exits. Two AI-assisted capabilities stand out:
Onboarding. An agentic workflow helps managers build onboarding plans based on what worked for peers in similar roles. It now also recommends catalog items and order guides.
Offboarding. When someone leaves, a generated handoff document gathers their authored files from SharePoint and organizes them by work area. The system then adds review tasks for the employee and the manager.
Manager Hub
Manager Hub gives people leaders a single place to act. Its team digest summarizes journeys, tasks, feedback, requests, and growth plans, and highlights the items that need attention.
Hiring Experiences
This suite was previously Talent Acquisition, a standalone product with limited availability. It became generally available inside HRSD in the Zurich release. The Australia cycle added two features:
Interview health tracker. It ranks problem interviews by urgency, such as declines, no-shows, and missing feedback.
Proxy interviewer workflow. When an interviewer can't attend, they choose a substitute. The calendar invite, feedback task, and panel then update in a single transaction.
Growth Experiences
Growth Experiences covers development, feedback, and career growth. Its feedback agent now supports standard templates built by HR. It can also summarize a report's recent feedback for the manager.
Universal Request
Universal Request lets employees ask for help without knowing which department owns the answer. Two recent features support it:
Agents from different departments can now coordinate in a threaded discussion on the ticket itself.
A newer AI agent predicts the right department and service, then creates the downstream ticket. If its department confidence falls below 80 percent, it routes the request to a human.
That threshold is a good example of the design detail that separates useful automation from confident misrouting.
AI in ServiceNow HRSD
HRSD's AI capabilities work at three levels. Each level involves a different amount of human oversight, so it helps to keep them separate when setting expectations with HR leadership.
Assistive AI
Assistive AI supports a human agent. Otto for HRSD summarizes cases, generates resolution notes, and summarizes chat conversations. It also includes a case sentiment analysis skill.
One recent change matters a great deal for trust. Case summaries now include clickable citations that link each point to the record, work note, or attachment it came from. Agents can verify the summary without leaving the case.
Agentic workflows
Agentic workflows complete defined, multi-step tasks within a process. Examples include onboarding plan generation, offboarding knowledge transfer, and interview scheduling. For instance, when an interviewer and applicant have no overlapping availability, the scheduling agent offers a self-scheduling option. The recruiter reviews the AI-drafted message before it is sent.
Autonomous AI specialists
Autonomous AI specialists own the case from start to finish. The HR L1 Service Desk AI Specialist works as a fully autonomous first-line HR agent. It researches cases using HR knowledge bases and catalogs, writes resolution notes, and sends the case to the employee for acceptance. If it cannot resolve the case, it hands off to a human agent. It is currently in Restricted Access and requires Zurich Patch 8 or Australia Patch 1.
Voice support is expanding alongside it. Voice Agents for HRSD v4.0 added support for Amazon Connect, Genesys Cloud, and 3CLogic. ServiceNow's target for the voice agents and the L1 specialist together is roughly 60 percent autonomous deflection of L1 HR queries.
How to read the results
That 60 percent figure is a target, not a measured result. The wider evidence is encouraging, though. ServiceNow reports that its employee service AI specialists resolve 91 percent of cases without reassignment across its customer base.
There is one dependency that no configuration removes. An L1 specialist answers from the knowledge it is given. If the leave policy article is three revisions out of date, the specialist will give out-of-date answers, quickly and at scale.
EmployeeWorks and the employee front door
ServiceNow introduced Otto at Knowledge 2026. It combines Now Assist, Moveworks (now ServiceNow EmployeeWorks), and AI Experience into one interface. For HRSD, EmployeeWorks is becoming a primary way employees reach HR services.
Journeys show the change clearly:
Until recently, Journeys could only be used through the EC Pro portal. EmployeeWorks customers had to switch portals to see them.
The October 2026 Store release brings Journey Designer and Lifecycle Events natively into EmployeeWorks. It requires Australia Patch 7 or later.
Existing Lifecycle Events configurations carry over without reconfiguration.
ServiceNow went further on October 15. It announced Productivity Assistants, starting with HR Service Delivery:
A Talent Insights Assistant that uses Findem and Phenom integrations to give managers candidate-fit and hiring insights.
An HR Business Partner Assistant that handles approvals, case management, and employee programs conversationally.
A Manager Assistant that provides coaching and visibility into team performance.
All three are in controlled availability today.
For HR teams, the planning question is where employees should start. Heavy investment in custom portal pages carries more risk now than it did a few years ago. The front-door decision deserves an explicit place in the HRSD roadmap.
HRSD licensing in 2026
In April 2026, ServiceNow stopped selling AI as a separate add-on. It moved its products to three tiers:
Foundation. AI assistance for human workers.
Advanced. End-to-end workflow automation.
Prime. Autonomous AI specialists.
For midsize organizations, ServiceNow also introduced ESM Foundation. It covers IT, HR, legal, finance, procurement, and workplace services, with deployment measured in weeks.
The result is that HRSD feature availability now depends on your tier as well as your release version. Customers should confirm with their account team which features are included in their HRSD subscription. If an HRSD renewal is coming up, map each roadmap capability to a tier before the quote arrives.
ServiceNow HRSD and the Brazil release
Brazil entered Early Availability in mid-September 2026, with General Availability targeted for early November. ServiceNow's HRSD release notes for Brazil focus on five goals:
Connecting HR services across the employee lifecycle.
Reducing manual work through AI insights and case automation.
Unifying HR operations across systems.
Resolving inquiries faster without adding headcount.
Using analytics to identify engagement trends early.
For upgrade planning, one point matters more than any single feature. Much of HRSD's new capability now ships through quarterly ServiceNow Store releases rather than the family release itself. For example, the combined release notes for Agent Workspace for HR Case Management show no updates in Brazil, yet the workspace gained several features in 2026 through Store releases.
Those Store features still require a minimum family patch level:
Citations in case summaries need Zurich Patch 8 or Australia Patch 1.
Journeys in EmployeeWorks need Australia Patch 7.
In short, the family release sets the floor and the Store releases deliver the features. A Brazil upgrade plan for HRSD should cover four things:
Review the Brazil Case and Knowledge Management release notes against your current configuration.
Retest COE security policies and Employee Relations restrictions after the upgrade.
Test every HCM integration end to end.
Confirm that your HRSD Store app versions support the features you plan to enable.
ServiceNow HRSD for federal agencies
Two details matter for US government organizations.
The first is data standards. ServiceNow provides a Federal plugin that adds data elements aligned with the Human Capital Information Model. This is the federal human capital data standard developed by OPM's Human Resources Line of Business. Because the plugin extends the HR Profile table, it works only with HR Service Delivery. It requires the Washington DC release or later.
The second is hosting:
The US Government Community Cloud is certified at FedRAMP High and DoD IL-4.
The National Security Cloud is restricted to DoD entities that must store data at Impact Level 5.
Before committing to any AI capability, agencies should confirm it is available in the environment they run on, not only in the commercial release notes.
The business case for ServiceNow HRSD
The most widely cited ROI figures come from a Forrester Total Economic Impact study. ServiceNow commissioned it. Forrester modeled a composite organization: a global B2C company with 35,000 FTEs and $10 billion in annual revenue. The study reported:
A 259 percent ROI.
Payback in under six months.
New hires reaching full productivity two weeks faster, valued at $9.3 million over three years.
These figures are a framework, not a forecast. Forrester itself advises readers to use their own estimates within it.
ServiceNow's use of its own platform gives a second data point. For its internal HR operations, the company reports 20 times faster resolution of HR queries, 410,000 hours saved annually through AI search and virtual agent capabilities, and 81 percent employee digital experience satisfaction. A vendor's own deployment is a best-case environment. Even so, it shows what the product can do when knowledge, data, and processes are well maintained.
The broader HR context explains the timing. Gartner surveyed 426 CHROs for its 2026 HR priorities research. Of the factors it measured, evolving the HR operating model had the highest predicted impact on AI productivity gains, at 29 percent. That matches what HRSD programs tend to show. The software is rarely what holds results back. The operating model around it usually is.
What to get right in an HRSD implementation
Four decisions, mostly made before go-live, tend to determine how much value HRSD delivers.
HR service design. Each HR service defines how a request is captured, routed, and fulfilled. If you rebuild old email categories as HR services, you get the same backlog in a new tool. Designing services around the questions employees ask most often is what drives deflection.
HR profile data. Routing, journey triggers, and AI summaries all depend on HR profile data synced from the HCM. When that sync is incomplete or delayed, every downstream automation inherits the error.
Knowledge ownership. Self-service, Otto's recommendations, and the L1 AI specialist all use the same knowledge base. Every article needs a named owner and a review date. Without them, autonomy spreads outdated answers faster.
Security design. HR data is the most sensitive data most organizations hold. Design COE security policies and Employee Relations restrictions deliberately, then test them with the diagnostics tool, before any AI agent reads a case.
